New jinx laser 1 shots squishies when it crits

Also, it has a Scaling CD, 10,9,8,7,6 based on how many points are in it. At 6 seconds, with no other CDR, the jinx will dominate late game since she can just spam it and be basically a poking mage until the enemy team is forced to initiate since they can't take the abuse. I have a feeling we'll be seeing Essence Reaver on Jinx soon for the CDR to further abuse this.

A squishy should never eat a jinx W once you start grouping unless its a teamfight though - realistically your 300 armor 3k hp nautilus should be eating them all. If a squishy does eat a W that means either they or the Jinx are far out of position
