Is it bad to update skins to give them more?

Like, would it hurt to just come back, look at an old forgotten skin, and give it something like an extra animation, particle, or one added line.

They did it to a few old ones so I'm just wondering.

Also, can you upgrade new skins to give them more in the future, too?

or one added line

that requires bringing in the voice actor who originally did the voice and having them mimic the voice to make just 1 line. It's pretty ridiculous.
