Shes been top tier for the last 2 patches... I dont see why you wouldn't ban her now that she gains 25% additional HP from the new jungle item + sunfire cape effect.

Sejuani has always been the absolute best tank for late game due to how hard she scales. She was kept balanced because her first clear was one of the worst in the game and being super easy to be counter jungled.
With these changes its much easier for her to clear effectively and reach OP late game status.
The sunfire cape and the cinderhulk's passives don't stack. They have the same Unique Passive name. I'm not sure though, correct me if I'm wrong.
She has always been strong, just not top tier for one reason or another. Plus she is perfect for cinderhulk, with her innate defenses allowing her to focus on health items, and having some %health scaling in her kit. Not to mention one of the games better ultimates.
