Why is Tahm labelled as a support?
With his damage and health ratios combined with his good but not amazing cc, he is definitely a tank. Calling him a support is like calling naut a support.

Because he is labelled as Support-Tank. Because two of his abilities have great strength assisting teammates directly and he functions well as a support (being designed to support and all). Same reason why Nautilus can be called a support, he can be quite good at it.
But either way, you shouldn't pay attention to those tags in the first place; they are pretty meaningless.
Nautalis is NOW classified as a support when the tank meta rolled into town.
What I feel classifies a support:
Tank support - big bulky walls of meat that have lots of cc and ability to counter engage, and counter enemy engagement.
Mage support - Primarily around adding damage/poke on top of the adc in order to confuse building against them defensively.
Pure support - built around mechanics that assist allies, through buffs, heals, and such, while debuffing enemies.
Naut is a support
