What ACTUALLY determines the key fragment drop rate?

The FAQ page provided by Riot doesn't actually have anything. It just repeatedly states that the rate will be the same.

In addition, does anyone else find it odd that they specifically prevented "breaking" the honor system by playing with friends, but still allow diamond players to smurf with their bronze friends?
