So that when you don't have internet for a month or you live somewhere where the internet always disconnects, you can play offline with bots without signing in and still enjoy the game.

This can (and would) backfire with very serious consequences...
You see, as it is right now - players don't have access to all data the game have - however, if Riot wanted to make an offline-mode they would have to put all the required data in game (since you aren't connecting to anything). With skilled crackers all around this would result in the following:
Both are rather major, and I wouldn't like to see either.
You don't need a server for offline purposes (depending on how it's done one may need it, but only a really small one would do), since you know, it's counter intuitive.
It's worth mentioning that Riot will never do this. You will never be able to play the game without connecting to their servers. Allowing other people to run their own servers means that they have to give out the server logic, which leaves the game open for hackers to find flaws in the code, and develop cheats, and allows other people to run private servers, which would take traffic away from Riot's servers.
Also worth noting that you would still need a server for offline purposes, it's just that the server would be running on the computer that you are playing on (and you would be communicating with yourself).
i can think of a few things more boring than playing against bots all day....they involve drying paint and watching grass grow.
Yah man. I just get tired of not doing anything due to no internet and I lost all my books so nothing to read lol.
When the internet goes off, it's the gods telling you to do something more productive with your life. Too bad whenever it happens to me, I spend all that time either trying to fix the internet (even if it's a hopeless cause, i.e service providers end), or I play a single player game, get bored, fool around, try again, repeat... Lay on my bed, try the internet again, repeat.
Hmm I agree this is a great idea however the problem is that it might take tons of your drive space if you have all those data in order to play an offline game since these bots that Riot uses are AI's, which means that they need some memory in order to think for themselves. But I still support the idea. Maybe Riot can make it happen. pls rito.
Dont get me wrong, having some way to play this game offline. i just dont see how it would be possible. First off more than likely it would need a different client, server, basically making a whole new game. Even with that how would IP/Leveling Up/Etc work? Im sure someone would make programs to "cheat" to make so you can get IP faster. Again i would like this idea, just seems like more work/problems than actually doing any good for the game!
That would be a good idea actually lol. There are alot of times where internet just goes off for days and I could use an offline game with bots to kill time.
I just want the ability to have a LAN connection :/

I'm 90% sure the bot AI is handled serverside, and probably a fair chunk of other stuff too. A lot of that would require code rewrites. Not necessarily really hard ones but... it's a pretty big undertaking. I think you'll have better luck finding something else to play single player.
The problem is a lot of your data is stored online, not on your local drive. IMPORTANT NOTE: YOUR ITEM SETS ARE STORED LOCALLY SO IF YOU DELETE LEAGUE THEY ALL GO POOF GONE AND WHEN YOU REINSTALL THEY ARE STILL POOF GONE
I can see adding an option for offline where you select between EUW, NA and such, would be great for setting up LANs and stuff
