No, common sense tells me that if one person is complaining about servers while everyone else is playing fine, it isn't the servers. Maybe your IP is down or something. When many people on boards are complaining about lag and server issues, it is probable that it is the servers. One guy complaining about it most likely doesn't mean the servers are down.

Download speed =/= reliability. I played on a 768 kbps internet without having any lag problems. "I'm like the only one having this problem right now, must not be me."
