Runes not on sale this year (prob as a way to punish players)
in all the past years runes have had a 30% sale at the beginning of the new season. This year they are putting skins on sale instead.

there is already a permanent sale on the most used runes that is why there isnt a sale this year and there is a sale on rune pages
