Why do you need to be level 15 to gift something?
I made a smurf to gift some snowdown stuff, and I bought some RP on it. There's no way I'm going to farm 8.800 experience before Jan. 6th. :( Why is this stupid rule there?

It's to hinder some fringe cases of abuse. Things like gifting your main account with the free RP you get (at level 5? I can't remember) on a smurf, and repeating it.
Play a match with the friend you want to gift to. After that match, select the 'Post-Game Gift' button next to the 'Honor Player' button. See if that works when it comes to gifting.
People could make smurfs and use those to gift themselves with the free rp they get, which is why you have to wait till lvl 15.
