After the New Client is up; Does Riot plan on rebuilding the actual game client?

Because from all the tedious and small bugs that happen so often (And for some reason are hard to fix due to spagetti code), does Riot plan or rebuilding or reworking it some way? So we could get features faster and have the game be less buggy overall (Possibly even run better?)

(I dunno how any of this works, and how big of a task this would be so sorry)
