I do very much mind being matched with people I've blocked.

This just shouldn't happen. If I disliked playing with someone enough to block them why in the world should it be possible to get matched with them again.

It's a recipe for disaster.

At the end of a bad match with a toxic troll or intentional feeder , I would like to at least have peace of mind that I'll never have to experience their negative impact again.

But I don't have that security, and it makes me feel even worse that I might actually have to play with someone that made me so upset again.

Lose Lose.

I believe that their stance was that this could prove abusable in the higher-tiers since players could block people they didn't feel like playing with or against, reducing the players they would expect to be matched with, to try and give themselves easier games. In the lower tiers, you should be randomly matched with any specific player rarely enough that it's not an issue.
