Can't gift my friend Xayah, what's up?
Edit: I think it's because the game counts it as a mystery gift. So if the person you're gifting it to only has a certain number of champions left to obtain (there is a minimum requirement for a champion pool for mystery gifting) it wont work.
We've seen a few reports on the gift pool error, and in these cases it looks like the recipients already unlocked the champion themselves. Check with your friend to see if they've already purchased it on their own.

I don't own the champion, but my friend can't gift Xayah to me. I only have 21 champions left to purchase, but he's getting that error.
