We can't see the matches of other peoples if they aren't our friend
but we can still see them on THEIR own site or in 3d part sites does that makes sense? no

If you're talking about the match history changes to show only ranked games, yeah, that's absurd to do when two maps have no ranked queue, and a third doesn't have a solo queue option.
However, if you're talking about a weird client bug, then I got nothing for you.
Riot only lets you see their match histories for Ranked games unless you're friends with someone. The reasoning is that it helps maintain the integrity of the Ranked ladder. (FWIW they've also said that they record even more information than they show in the current match histories, and hold it back so you can't analyze random people's play too closely.)
They don't have any direct control over what third party sites show. If it's in their public data APIs it's fair game.
