Why are warring kingdoms Vi/Garen not available to purchase?
Literally every other warring kingdom skin is still here

Those skins are legacy skins.
Lunar Wraiths and the recent Warring Kingdoms are all in the vault (but available via hextech or promotional bundles) and they should go back on sell in the beginning of the year.
