He's a child that was frozen and preserved. He really hasn't "aged" since his flesh hasn't aged/decayed, nor has he continued to expand and develop. He was a child when frozen, and has just picked up where he left off. Ergo, still a child.

We don't know how old he is. He could had been trapped in ice when he was about 19 years of age. He is also as big as the other Yordles who are in their 20s or above.

It's pretty obvious that he's a child if you've ever been around kids. It's also stated directly in his bio that he's a yordle "boy," implying childhood.
