Until they get rid of his low risk ultimate (that got changed over and over again because of QSS stopping his ultimate) then no, he will continue to be permaban. He stills threatens to one shot your adc while maintaining a built in escape. Its far from fair.

the people who are good with him have a 60+% win rate. The only reason it is so low becuase he is a popular champ so the people who are learning and are bad with him bring down the win rate
I will ban him until I'm confident my midlaner won't feed him. Unfortunately I don't think that day will ever come.
