Rito have you noticed jarvan is totally out of the picture?

When Riot decided to nerf Jarvan's late game by fcking up his armor, they made a grave mistake. At the time it seemed like a good decision, but then all the sated devourer champs showed up and dominated the jungle, so i don't understand why riot didn't decide to help jarvan by restoring his armor. So now i have not seen a jarvan played in months and noone even cares to mention.
