Riot's not going to allow you to honor Multiple players.

The entire system was literally built around honoring one player. The point is for honor to be valuable, unlike the old honor which didn't mean anything. Because well everyone could get and honor, and if everyone can get in honor, then honor ceases to have the same value, and becomes basically the same thing as last year. The idea is to honor the player you felt, was the most sportsmanlike, nicest, or just kept there cool in a tough game. Basically the MVP in terms of sportsmanship.

P.S. You don't have too honor every game, if you don't think there was someone who deserved it.

Short answer: More honors = less value, which defeats the purpose of the system.
