I know what tenacity is, a little, but don't see it in the game. When I look at it, all I see is 0% and there are no items or anything that raise it.
In all honesty, why not make a champion with tenacity? Or just the passive giving them 5% tenacity.
Irelia and a couple other champions have abilities that give them tenacity. Tenacity is a mechanic to reduce the duration of any type of CC that is not a displacement (I.E knock ups, knock backs ect) Mercury treads are an item that give tenacity, and it is not a common element because of how overpowered it is in large quantities.

Tenacious mastery at the very bottom of the defense tree, is also tenacity.
It's there to reduce the effects of crowd controls, barring knockups/backs for whatever reason.
