We've gotten ascension and LOTPG for like the 3rd time around with only seeing URF twice. I do recall them saying it would appear at least twice this year but I didn't expect them to mean ONLY twice.
Be nice if they added black market brawlers to the queue as well if they don't plan to bring in URF just to give some variety

As for why it's getting changes/It's not in the queue, It's most likely because the community gets bored of it fast and gets frustrated easily over how strong certain champs are over others and how unfair it feels [See: Wukong almost perma invis, eve q every .3 seconds, etc]

One change I'd like to see on a trial basis --
Players start out with 40% CDR (or 45% with Windspeaker's Blessing) and can build up to 80% CDR. So many items feel like/are terrible purchases because they have CDR on them, and since CDR is already capped at 80% == wasted stats galore.
