Will I get victorious sivir if I had one 20 minute low priority queue this year?

I did receive one 20 minute priority queue this year due to a week of extremely spotty internet. Yes I could have decided to wait it out, but chose to play normals with friends that didn't mind the random dc'ing instead. I get that I deserved the low priority queues, but what I don't understand is why I'm getting punished twice for something, and why they chose not getting the victorious skin as a punishment. Occasionally lagging out has absolutely nothing to do with my climb in ranked. The only reason you shouldn't get the victorious skins is if you failed to get gold or higher that year.
