Can death threats/encouraging suicide be an instant permaban?

It baffles me that people think saying this shit is okay. How fucked up in the head must you be to think being bad in a video game justifies saying shit like "I hope your mom finds your dead body %%%got" or "go kill yourself queer". The fact that people do this says to me that Riot does not take a firm enough stance against this shit.

Under no circumstances whatsoever is saying anything like that okay and under no circumstance should it go unpunished.
