friend giving account to me, legit???

So if my friend moved to europe and they dont play their account anymore, can they just give me the account and password so i can use it and still be legit???

No, sharing accounts, regardless of whether or not money is involved, is against the ToS and grounds for a perma.

Under Section III of the Terms of Service

D. Account Sales. The Account supplied to you is personal to you, and Riot Games does not recognize and expressly forbids the transfer of user Accounts. You shall not purchase, sell,** gift **or trade any Account, or make any such offer, and any attempt shall be null and void. Any distribution by you of your Account and/or your Login Credentials (except as expressly provided herein or otherwise explicitly approved of by Riot Games) may result in suspension or termination of your Account.

This is, effectively, him gifting you an account. It's still a violation of the terms.

So some people you are saying is that gifting isn't allowed either, so pretty much if this person had spent a tone of hours, maybe even real cash and doesn't wish to use that account again, the account and infinite amount of hour spent on it will go to waste... Sounds miserable..

It's a security and legal issue. I'm not saying your friend would do it, but there are people who will give up an account, only to later claim it was stolen (usually there's money involved), the buyer can't prove it's theirs and lose out.

It might seem like a waste, but did your friend consider transfering the account over to an EU server, or leaving it for those times he wants to play with NA friends?

Account sharing is against ToS, but literally everybody does it(especially botters that sell level 30 accounts) and nobody will care unless you go to Riot Support and make a ticket saying "hurr durr ma fruend gut ma dis acc, wat you gunna do n00bs?". The only time account sharing is banned if it is discovered that it was sold or 2 people start fighting over it(old owner+new)

You friend can still use his account, it probably will just be very laggy for him using a server farther away.

unless hes quitting all together.
