Which tank stat if any is best on poppy, ar/mr or health?
Concerning her passive of course, I'm not sure if it's best to have armor and magic res or health for tank stats if any at all.

Her passive reduces damage when the amount dealt is greater than 10% of her current health. It's arguable, therefore, that health is the least effective when considering her passive (after all, the more hp you have, the more dmg it takes to reach that 10% marker).
Her base armor scales to the highest in the game at lvl 18 (tied with Maokai at 96.7). Given those two things, I would personally think that Magic Resist would bet he most important to build, assuming that you need it.
