You're getting FREE SKINS already with hextech chests. The keys are there to limit chests openings to 1 a month for free players.

If you wanted to get more 'free' skins, they'll charge a premium. Its just fair.

Edit: sorry I messed up how many chests you can open per month.

I'd actually like to be able to get more chests, I've gotten them on my mains but that was it. 2 boxes WOO 38 key frags ._.
