League is free to play. With an infinite number of freemail accounts, this problem won't get solved. But this one guy won't be in your games forever.

Well, I am challenger in my main ( on brazil ). I don't have anywhere to go. Only way to not play with him anymore is if he stop playing or goes to diamond 2

A guy on the game confirmed it. He played with him before, and said he already send several tickets to riot about said player. The guy who had the 2 account permabanned said that he didn't care, and also said that he already had 2 accounts banned, another one would not be a problem

Welcome to League of Smurfs. Smurfing is totally not a problem. I fully support Riot's refusal to address or fix the problems that smurfing causes.
