Is it possible to get a name that's inactive?

So, my main name that I've been using since my days of WoW (4+ years ago) was taken when I started League. Out of curiosity, I looked it up, and it's a level 9 account that has no activity as far as I can tell -- would it be possible to have the name opened up for me so I can use my go-to name? I don't know if Riot does that kind of thing, and I kind of doubt they do, but it's worth a shot, right?

Riot has something in place for this.

Accounts from levels 1-6 have 6 months of inactivity protection before their name becomes available. Accounts above level 6 receive 1 extra month of protection for every level above 6, up to 2 years, 6 months for level 30 accounts.

Also, you can only get an inactive account's name by purchasing it through a Summoner Name change. You can't get it by creating a new account.
