You say it would be best to get but it would in fact be better to get due to Bards lack in sustain and his large mana costs. Also his mobility, as well. (Being, Bard is a mobility champion and all...)

True but item 3301 requires you to be in lane to get gold from it whereas item 3303 gets you gold by attacking enemy champions which is good for him with his Meep passive. Plus, item 3092 allows him to kills minions and get gold from poking champions. item 3069 only gives him (and his team which is useful too) movement speed which you can do with a item 3117 .

I do like the notion of making him a Janna 2.0 for items. I wish there was a way to make his passive do more, but the only way to get more out of his passive is to move faster and pick up more scrolls.

I think he falls in the compromise of starting fang, but selling ans switching to shurlias.

Why not Relic Shield? Passive should help with last hitting with it.

Part of the reason for his mana costs is his ability to gain mana from picking up chimes.
