I think the problem here is not the hair color, it's the shape of the hair itself. He needs more bangs. I guess I'm just not a fan of this "aristocratic" look for him. Oh and marks on his cheeks would be more Ez-like IMHO.
This skin went from alright to meh to completely terrible.

Hair should be black. It's based off of playing cards, specifically Spades, which are black.
Also that hair style, not a fan. And finally, I thought Ezreal was a guy but I stand corrected.
