Wouldn't you just want the qss? I don't play Kata very much, but I didn't think she scaled off damage at all. The extra 2300 gold could go toward your abyssal scepter or something!
She scales off physical damage as well on her W and her R. It works well enough but the liss was clearly bad. She only needs the ult to stop Kat's ult. Otherwise, she should be winning all other trades. Kat's ult can still be stopped even if she has QSS or Merc scim.
