Every champ in the game gains AD per level, while AP requires the purchase of items. Out of the entire Champion pool, two get AP by default, and one of them still technically require an item. Viktor gains AP from item 3200 which is technically an item, but he starts with it for free since it's his passive. The other, who has AP by default with no items required; the only Champion with that honor... the often shunned and overlooked Galio . Galio gets AP from MR, and like all Champions he has a base MR, which means he also has a base AP; the only base AP in the game. Good job, Galio.

Vayne can tumble J4's wall

Magic Resist only increases at meelee champions. Even though Nidalee, Jayce, Elise and Gnar are sometimes meelee too, they don't get Magic Resist per Level.

Bard's Meeps cap out in utility at 145 Chimes with 400 base damage, and enlarged cone, 80% slow, 4 Meeps at once, and a 4 second Meep recharge time. After that, all you get is 20 base damage per 5 Chimes and no more utility upgrades.
