Yasuo I don't believe typically builds cdr, plus doesn't his E scale off AP? o.O

What does his E scaling off AP have anything to do with blue buff, blue gives cdr and mana regen, both are usless on yasuo since he doesn't use mana and the only two of his abilities benefit from the cdr(R and W)
