What's it do?

Rupture

Ability Affects Damage Target Unit Enemies Pure Causes an enemy unit's skin to rupture. If the unit moves, it takes a percentage of the distance traveled as damage. The damage is dealt through spell immunity. Cast Time: 0.6+0.33 Cast Range: 1000 Moved Distance as damage: 20%/40%/60% Duration: 12

Deals Pure damage (Which is the Dota version of True Damage) any time you decide to move and the debuff lasts for whole 12 seconds.
