Why does riot nerf soraka until shes unplayable?
literally soraka has been the most nerfed champion in league, one of the most underwhelming picks now.
why does riot continues to nerf everything on her kit? damage and heals.

Morello stated multiple times that a dedicated healer cannot be allowed to simply deny damage, since otherwise her job is roughly to remove the enemy's fun.
So what they're trying to do is keep her dedicated healer role, while removing her dedicated healer gameplay. Her S4 tweaks are pointed toward that way, with a bigger, shorter Armor buff and more frequent healing if you're actually commiting to offense.

The good news is they're revamping some support things for season 4! Such as utility scaling with ap (i.e., the armor buff with here heal would scale with ap instead of the heal, or maybe just less scale on the heal). So soraka should get to a better place this season.

I agree, I don't see why they had to hit her with the nerf bat again, it's going to start leaving brain damage.
she is very playable right now
