Removing Chalice from Howling Abyss would do wonders for ARAM balance
Almost all the champions that people complain about and have high winrates, Lux Ziggs etc., love Chalice. They're basically spending 880g to become resourceless.
Let Tear be the big mana sustain item, it actually still requires you to think about mana usage and doesn't just allow you to mindlessly spam until it's stacked.
Warmogs was removed because the sustain was OP, how is this different? I know someone might say "well health sustain is more passive, mana sustain promotes action" but that's only true for the Chalice user. For his team it's all "let's just sit back and let Ziggs do all the work" and the enemy team just gets poked and kited too much to do anything unless they happen to have a good hard engage comp. And specifically Sona's healing makes the game extremely passive.
