She's still viable imo, despite her nerfs.

I'd recommend starting amulet coin for the hp/mana regen, but I've seen Annie supports build Spell thief and make it work. Of course, you're going to want a ruby sight stone for efficient warding. Catatlyst is a nice early grab for tankiness. The rest of your build is dependent on whether or not you're planning to be a tanky support or want to add extra damage to the team. If tanky, Rylia's, RoD, Warmogs, Sunfire are all nice pickups (Think AP Leona). Otherwise, your general mid Annie items are fine. Finishing your ancient into its T3 item gives you a bit more utility as a support, as well as building a Crucible.

Gold quints are a must. Flat armor yellows are a must. Flat mr blues against AP supports, scaling for AD. I've been trying mana regen blues against AD bots and it works pretty nice for spamming abilities. Marks are up to you. Magic pen for ability spam is the norm I think, but I've tried AD marks for early aa damage and it's not too bad.

Typical support masteries. 21-0-9 if aggressive, 0-9-21 otherwise. There may be better trees than this, as I haven't looked into dedicating a support Annie mastery page.

If your skills are off cd, be aggressive. If not, play passive as you're vunerable to early poke. Don't just sit in lane walking around with your stun. It's obvious that you're waiting to use it, and they'll just avoid trading until you blow it on a minion (the exception is starting w and charging it at base for a level 1 stun). Keep your charge one skill below full, then just shield + another skill for a surprise stun. This forces them to keep track of your skill usage and charges in their heads and makes them less wary to getting within range. Look to all in with Tibbers stun at 6.

The nerfs to her early stun ratios hurt her a bit as that was the main reason people played her (aside from the retardedly high burst damage). Her damage is still really nice, and the Tibbers cd buff let's her use him more often for initiations post-laning. Downsides, she doesn't bring much utility on her own aside from stacking stun (which can be hard if low on mana), no innate support skills (like shields) for Marksmen (which is why Crucible is nice), and brings zero sustain to the lane. These areas are where she gets outshined by traditional supports.

She's really good with "all-in" Marksmen like Graves and Mf, otherwise pretty standard synergy. I would avoid picking her with champions that have a hard time early on like Kogmaw (and maybe Vayne. This is debatable) since she doesn't have much to offer in terms of protection or sustain.

It's hard to say that she absolutely dominates any other support in anything other than raw damage, but she gets beat out pretty easily by high sustain champs or champs that offer high defenses. Soraka lives in lane with the Marksman np. A good Thresh can make Annie a depressed little girl. Leona has a much harder engage, bonus damage for the Marksmen, and can survive her burst easily.
All in all, not a bad support. It will feel more like a kill lane early on though.
