Olaf needs some love.

Move his E's range to 500, then increase the penalty for use.

I think olaf is in a decent spot. The only reason he isn't played is because Jax, shyvana, and renekton rule the top lane at the moment. If Jax and renekton got nerfed, olaf would see a rise in popularity as he has a lot of free stats along with a cleanse ult and heaps of sustain. The only thing i think Riot can buff about olaf without pushing him over the top is his Q. His Q should be a bit wider, and they should change the reset mechanic to a 50% cd reduction instead of 4.5 seconds so that he can't nearly perma spam it with 40% CDR.
