Why is Draven the only ADC who is allowed to be OP?

Like, every time i play against him he deals half of my hp, and half of my adc's hp as damage, and has no problem towerdiving if he has a mentally able support. I have no trouble at all playing against other ADC champions.

As soon as he gets and its GG, then the ONLY way to beat him is in a 2v1 or 3v1

If Draven is set behind early he's useless, but most junglers are useless too, so they just dont do anything about it.
