So Kaisa has like the double amount of skins that Kalista has, but Kalista has existed for many years, while Kaisa only existed for one year.

Yeah, Kaisa gets more skins because she is more popular. Champs that are more popular get more skins.

Thing is Riot doesn't give a shit about some champs. Xerath, Azir, Kalista, they're all champs Riot literally has forgotten about, and that is why they're not popular.

Of Riot would actually care about more than 20 champs, more of them could be popular

No, Skarner won't get many skins because he isn't popular. But my point is that it's Riots fault that he isnt popular. They gave him a shitty passive that nobody likes, and haven't touched him at all since. If Riot would actually care about him, they would improve him, and he would become more popular = more skins

If Riot makes skins for unpopular champions they don't sell. Skins only exist to make them money. In the context of skin creation, Riot literally does not care about even a single one of the champions.
