Dodge timer - can it be reduced for troll picks?

So I have had to dodge 3 times today due to totally troll picks ... last one ranked jungler never plays jungle and locks in nasus in the JG ... like even in normal that would be troll... instead of taking a 20lp loss i dodge but get the 30 min lockout and loose soem lp. Not mad at the couple lp loss but the 30 min lockout for a champ that when you hit jungle icon on the top does not pull up nasus ? If a champ is outside what riot classifies it if you dodge the timer should be short no? I get that they don't want to do it as you can troll pick a champ to get a shorter lockout on a shitty comp or wtv but the system just seems crap with troll picks like that...or when you support locks in sivir and goes "oops haha im an adc main" when they are the last pick...

maybe an option is a report style popup when you dodge "do you want to leave this que if so state why" and if you report something troll like mentioned above yoru refunded your lp or the dodge tymier is set back to 5 mins... dunno just frustrating

The main problem with your argument is using the word troll. The correct word is off-meta and as long as they relay to the team what they are doing it should be okay so the team can play around it. I do not agree that people who say "oops im ad main" and don't share until all of you have picked should be punishable for you though

And how do you expect the system to know when someone is trolling without punishing people who just try stupid off meta shit? Your suggestion is too easily abusable because people will just report a random person as trolling for a lower dodge timer.
