Trolls in champ select get away penalty free...while we take lp loss if we dodge?

Twice today I had to dodge to peoepl auto filled support yet locking in ADC (cait once jinx the other) why is it that we need to take an LP loss and a delay timer for dodging and yet these trolls that are just frustrated at auto fill get away scott free? There shoudl be some kind of way to report it at the least it's so frustrating!

Like I'm dodging now since I got chat restricted for loosing it from being fed up of the troll shit that has permeated this game since summer started (where are you winter / spring teams?) but it's just so bad with the amount of auto filled trolling that goes on.

Is there any thing that can be done about things like that?

** edit just looked at there op.gg.... looks like they select support as a main role and then lock in wtv they feel like ... akali support , GP support, wu kong support are the last 3 ... how do things like that happen over and over?
