Yeah they can do whatever they want.
"They're delaying URF for no reason." proceeds to give a reason for delaying URF in the same sentence
Them wanting to release it for the 10 year anniversary is a reason to delay it. But as RedStone said, I don't think it was really meant to release this patch anyway.
Where do you get that they're "delaying" it? It was never meant to release this/next patch.
