Can you make Zoe W not proc her passive?

This has just been an annoyance probably on both sides in game. For the enemies, this increases her instant burst and makes it feel more mindless with her procs. For Zoe, this can really throw off tempo (expecting to use the enhanced auto instead of the regular).

This also "helps separate the good" Zoe's "from the bad ones" because you have to be more conscious with proccing your passive.
