It seems nobody knows how Ultimate Hat works.

So I've noticed a trend in people saying that with Ultimate Hat at max stacks and 40% CDR, a champion's ult already goes down to 45% its original cooldown.

This is not how Ultimate Hat works. It reduces the base cooldown by up to 15%, meaning it will take a 100 cooldown ultimate down to 85 seconds, same as other CDR. The difference is when regular CDR is added to this. Regular CDR acts on the cooldown after it has been reduced by Ultimate Hat.

So with that example of the 100 second base cooldown ult, It drops down to 85 seconds with Ultimate Hat. With 40% CDR, it becomes 60 seconds. With both Ultimate Hat and 40% CDR, the cooldown drops to 51 seconds rather than the 45 seconds that people think it would reach.

This isn't an incredible deal, but I've been noticing this a lot today, and thought people may want to know.

Or just say it stacks multiplicatively, not additively.

100 seconds x 15%CDR x 40%CDR = 100 x (1-0.4) x (1-0.15) = 100 x 0.6 x 0.85 = 51 seconds

TL;DR

Ultimate Hat is most effective on champs that need their ult up, but don't want to buy CDR.

I think it's in a good spot. I almost always took it before, rarely would I get another rune if I was going sorcery primary. Now that MfB got buffed, It just means I'll play the champions that I didn't need Ultimate Hat on more often. The other rune in that row is the one that could use some tweaking, or the champs it's good on could use some buffs. At the moment, the meta is damage, damage, damage, and preventing yourself from taking that damage makes for much easier wins than putting up a little bit more health.

AP Malphite with ultimate hat and presence of mind. Ty Rito gods for giving Malphite the same Ap ratio on his E that his Q has but for less mana and higher damage. Op balance

Ultimate hat does do this, but I don't know why people think that it's bad. Sure, with a 100 second CD ult that has nothing else affecting it, you get 15 seconds off, then with 45% CDR that goes to around 46 seconds. That's a big difference from 85 seconds no matter how you look at it. I love Ultimate Hat on Evelynn and Katarina, and of course champions who also have ways to lower CDs on their ultimates because it works very well with them(I know Evelynn doesn't have this, just saying it's good on those champions). Saying it's a terrible choice is silly when I can get my ult on Katarina down to 24 seconds without a kill(because I usually get at least 10% CDR), reduced to 9 seconds with one kill, adding Presence of Mind from PBE into the mix that's 7 seconds with one kill, and back up with 2 kills either way. Having your ult up a lot is a playstyle decision, and is useful especially on champions who have ways to lower their ultimate CD, or really NEED their ultimate to have an impact. 15 seconds off a 100 second ultimate is really good, even if you don't think it is.

You forgot the most important part, Ultimate hat with some CDR and presence of mind reduces lux's ult CD to like 8 seconds I think if you score a kill/assist with it (which you shouldn't really use her ult if you aren't going for a kill/assist) Making Ultimate Hat, Presence of Mind combined with Coup De Gras the single greatest lux setup in history. Unless you're up against team tank in which case exchange coup de gras with Cut Down.

i think it's fucking amazing for early game Jayce Nidalee Elise , like before they get their cdr raised at all, it really makes them play more fluid, there are usually better choices but hey, it's a matter of choice and preference

another thing I've seen some people not know

lethality only doesn't stack from the same item.... but you can have duskblade and ghostblade and the lethality will stack....

It doesn't really work at all on Koggers.

His Ult has a cast time of 0.6 seconds and the extra CDR does nothing.

I'm just upset that Ultimate Hat doesn't work on Teemo in the way traditional CDR does. When Teemo buys CDR, it decreases the the amount of time it takes him to forage mushrooms, however, this is not the case with Ultimate Hat. Instead all Ultimate Hat does on Teemo is decrease the cast time between placing subsequent mushrooms, making the rune essentially a noob trap.

I think the biggest problem with Ultimate Hat is I'm pretty sure you have to choose between it and Manaflow Band, don't you? Ult Hat is great on certain champs, but its hard to give up the lane sustain of Manaflow, so 9 times out of 10 its usually the better option.
