Literally no champion is 'fun to play against' if they get to play their strengths. Playing Zed into Vel'Koz seems fun in theory, but if he lands every single Q you're going to be playing misery simulator all game long.

GP is pretty weak right now, before you say reee his Q poke, every toplaner has either stronger poke, or can all in him while he uses it (even Darius, when GP stands still for Q he is always in E Range).

This list is horribly off tbh, also katarina should be afk if against unless you picked diana/kass/fizz into her.
