Clarity on PAX

I'm a little confused, what normally happens at PAX? How big of a part are the Room 613 panels in Riot's portion of PAX? Were there panels like this in previous years, but instead open to all genders? Or are these panels something completely new?

From their article https://na.leagueoflegends.com/en/news/community/community-events/riot-pax-west I get the impression that Room 613 is a major part of it, but someone on the boards mentioned it was only a small part.

In order,

Panels and events celebrating the game, atleast on Riots side and a great gathering of fans of the game.
Of the 8 panels, 5 were only for woman and non-binary people with the remaining 3 being for all genders, the remaining panels being Advanced cosplay, Quiet time and Mediation and Ask Riot.
It changes.
This specific panel is new, giving a better insight to Riot's work process, game design, champion design and art.
