Veigar E Minor Buff/Rework Idea

Idea:

To improve Veigar's reliability and play satisfaction(not for balance):

Accurate Horizon- Veigar's Event Horizon now correctly prevents light from escaping in its early stages. Due to it's unnatural summoning, it fails to trap light after it has completely formed.

Enemies can't see Veigar's E until after it forms, or if they hit it before .25 seconds once cast, enemies gain a red exclamation mark above them (the mark when rengar is stealthed nearby)

To compensate, Veigar's E CD is increased by 1.5 at every rank, and range decreased by 50

What do you guys think?

Remember: The goal isn't too buff Veigar, he's mostly fine balance-wise; it's to make him more reliable and more fun to play

and you are calling this a minor buff?

this not only completely undos what was done in the past but pushes it further to make it even more powerful than what it was

do you understand how strong an invisible stun wall is?

I wouldn't mind the idea being like. "units inside the circle loses visions to everything outside the circle and all units except viegar loses vision inside the circle. All vision is restored when any unit moves through the threshold. ally or enemy,

Ok, I want Veig to be changed, but this seems a tad too good. Imagine dropping it when enemies are chasing you. They'll have half a second to completely reverse direction or die.

Maybe something like this could be applied to his W, though...

I was wondering how would be Veigar's E with a slightly rework...

An AoE massive slow that pulls you slowly to it's center. If you reach the center, you are stuned. If not, well, you can fly after some walking away.

I am pretty sure Veigar will not get any changes to his E for some reason. Its easier to think about changes for Q or W at this point.
