Now that runes are separated from stats, Lethal Tempo should be in the inspiration tree

I mean the inspiration is supposed to be the "rule-bending" tree, what's more rule bendy than breaking the attack speed cap? It also opens it up for some adcs cause now maybe you can take stop watch and biscuits and go for a really safe lane with GA.
