i have 47% win rate and im still getting 18-20LP per win and -17LP per loss...

That's because you are where you belong. Do not deny it. It's part of you now. Riots LP system genuinely thinks you got boosted to your elo, so its never going to even out if you win the next 20 games in a row. Because your mmr goes up slower than the amount of LP you gain, while also seemingly decreasing faster than the lp you lose.

Buddy I don't think someone's pick has anything to do with LP or MMR gains. 20 games from p4 MMR would barely get you into p2 even if you did win all of them.

If that is indeed happening, it means your rank is higher than what's expected for your MMR. Generally, it happens after getting a sudden win streak. Looking at your profile, you were losing a bunch of games over the course of two days and then you suddenly had a huge surge of wins over four days, putting you an entire division above what you were when you went on the losing streak. I suspect another small factor is the fact that you've done a few games with people who appear to have a lower MMR than you, though I can't say for sure.
