New Region Server [Middle East]

Yes there are so many players in middle east, most who use the EUNE and EUW server.

The problem is, the minimum ping when we play is 139 to 150.

Dota 2 has a server for Middle East players in Dubai, Why doesn't LoL make one there too?!
